The committee will have a.

considerable say in their future, and is rjrcMumably watching the much-criticised commercial programmes with some care. All the programme com panics, with one possible exception. Kern to accept the Independent Television Authority's view that protuunroes are put on for the viewer not for the committee that the balance Is broadly right and that it would be wrong to alter the pattern in any way just because the committee members may be watching. The single exception is Associated Television, which will step up slightly its output of serious programmes in the New Year. The company agrees that, white this is npt purely because of the Pilkington Committee, the committee's existence might conceivably have a little to do with it.

Planner's Guess Most of the companies, however, point with some eagerness to prestige programmes they have in hand for the New Year. These range from A.B.C.'s 15-minute explorations on Sunday afternoons of the landi of the Bible, called Journey of a Lifetime, to Associated-Rediffusion's ambitious international link-up on 12 programmes to study national societies in transition." The companies are also quick to point out that these programmes were planned long before the committee was set up though not, one may remark, before a far-sighted programme planner could have guessed that a Government committee of some kind was bound to come into existence. The Indecendent Television Authority, unlike the BC, has thought it wrong to indulge in public advocacy of its own point of view while the Pilkington Committee is working. A 30.000-word memorandum which will not be published has, however, been submitted to the committee. Misapprehension Another criticism beinn made at Westminster of the Independent Television Authority is that it has never corrected publicly the impression that there is a commitment to the four original programme companies to give them a share of a commercial third channel if one comes into existence.

The Authority replies, with some justice, that there is apparently a complete misapprehension about this whale matter. It says that there never was any wholesale commitment of the kind What it did say was that, if second stations were set up in the London, Midlands and Northern areas, the four existing companies serving those areas would be given he first refusal of seven-day contracts there. This, however, would involve the companies abandoning the five-day. or in one case two-day, contracts which they already have. There is a clear statement to this effect in the Authority's most recent annual report, where it is also explained that the agreement will not in any event continue in force after 1964.

In these seas, Mr. Gilvarry says, a primitive form of life could have arisen, and its containing small quantities of carbon, could have sunk to the bottom, giving the moon-sediments their characteristic dark appearance. There is a considerable difference in the moon craters of different, ages, and in the seas and mountainous areas. This can be accounted for, he claims, only by assuming they were formed by the impact of meteors and some of the meteors must have exploded beneath the water. Russian Report Mr.

Gilvarry says his theory throws right on two other puzzles. One concerns the origin of tektites," the curious glassy objects found in various parts of the world which appear to have come from space. Several people have suggested that they must have been spattered out of the moon's surface by meteor impact with enough force to reach the earth. The objection has been that they seem to have been formed from sedimentary rocks. Until now, no-one had believed there could be sedimentary rocks on the moon.

Mr. Gilvarry's theory disposes of this objection. He also points out that a meteor hitting the now dry seas would vaporise some of the remaining carbon. This, he suggests, accounts for the reported observation last year by a Russian astronomer, Kozyrev, of hot gas containing carbon near the crater Alphonsus (which he interpreted at the time as volcanic activity on the moon).
