It is necessary to remind all parties who intend lo give ihcir voles on this occasion, that, after the times fixed, only half an Itmir is allowed for the assembling- of the voters, and ihat those who do not atlend within that time will he prevented from giving their voles.

As the results of these elections may probably exercise some considerable inlluencc mi the future pL-ace and welfare of (he town, our readeis will probably excuse us in making a few remarks on the subject, ir. vhich we shall endeavour In avoid all exciting and irritating language, and adilress ourselves directly to llie plain and obvious facts involved in the issue of the elections. Of course it is hardly necessary to inform the. public, that, upon the main iiiestinn al issue between the two paities into which the town is divided, namely, the legality or illegality of the charter of incorporation, the elections of eomuiis- i sinners can exercise no influence whatever. If! ihc charter is bad, the unanimous vote of the commissioners in its favour would give it no force; and if it is, as we fully belieie it to he, perfectly the hostility of the couiinissioncis cannot invalidate or weaken it in any manner.

The question is one which must be decided by proceedings in a court uf law, over llie result of which the commissioners can exercise uu control. But the elections about, to take place ma decide a question, very important to the inhabitants of Manchester, namely, whether the opposition to the establishment of the eh arlcr shall be conducted in a proper and legal manner, with a due regard to the peace and welfare of the town. and a just and economical administration of it? funds; or whether the same course which has 'oeen previously adopted shall he further pursued, and the money of the ratepayers expended for purposes which have been, not merely useless, but I positively mischievous. lieu the charter of incorporation was granted i there was, no doubt, great difference of opinion as to its necessity and its legality a difference of opinion with which we have no fault to find. i i jhiui, or tnrp witt net oe rcccirea.sipprycuiivii un tcr Vr matte to the printers must be personal, in such catet.no written communications can be attended to.

It will be seen from a report of the proceedings at the Manchester court-leeton Wednesday, that tlie horinifrhreeve and constables chosen are all decided friends of incorporation. We understand that some of the anti-corporators are exceedingly wroth at the result ol this choice of officers but on what reasonable we must confess our inability to discover.

They mainUiii, that the rated inhabitant 1 ouseholders of this borough ought not to elect thiir own officers, but that the power of appointment should be vested in the leet-jury, or, in oilier words, in the parly by whom that jury is summoned. If the ratepayers, then, are incompetent lo select thcir own officers, they are incompetent judges of the appointments of others if the lord of the manor nr his steward is the party best tjiialifu to choose, it is a piece of downright impertinence in other panics to set themselves up as censors of the choice. Let them take those who arc appointed lo ginci'ii iheni, and he thankful fo--what they have got, Cltl'MBS HP CoMfOItT fop. the ToittF.s. The last few days have been full of circumstances which must have riven our friends the tories ample opportuniiv for chewing the cud of bitter Lincics." The Manchester borough revision has been any thing but gratifying to the "Borough Conservative Association," and the other torv mid unions in the town.

The Salford borough revision has still less of hore for them. )n the appointment, on Wednesday, horoiigh- reeve anil constables Irieudlv to uicori oration, we have commented in another article. On Thurs day the ceased to have the power to draw upon the poor's rate fi the maintenance of their shadow of a police; the powers and responsibility of the constables of Afatichcsier, in reference to the maintenance of tie peace of the town, passed itilo other hands and the resistance of a faction tothe general consolidation of the police for ihe borough, wits effectually extinguished. Yesterday was not without its comforts for the ami-cupurators. more borough prisoners can find their way to ihc New llailey, there to be tried at more than double the cost to the county than can attend their prosecn-tion at the borough court.

Then the effort madelasl week to get possession of the lists of borough voters, and so to prop up the boroiighreeve and constables in their assumption of the right to be returning officers of the borough, was rendered abortive; first, by their term of office expiring in the interval before judgment and, secondly, by the unanimous decision of all three icvisiug banisters, that the mayor must be held to he tha returning ollieerof this borough, and not the boroughreeit: and constables. One by one, all the sids and appliances of the anti-corporators, all their strongholds and "authorities," are dropping away from them; and, when term commences, we shall doubtless have lo record a few Lyal consolations for them, in reference to the validity of the charter; the rights of the coroner; the legal appo'ntiuent of overseers; the resistance of the churchwardens to the peremptory -mandamus; and other little mailers of a like nature, with which the gloomy month of November may be expected to lie enlivened. StnsrrtirnoN tort Mit. Thomas, tiik Lath Di.imuy Our readers are no doubt aware, that Mr. Tiiomis, the late depulv-constable, has been, by a bodily lifilicliiui, wholly incapacitated from acting as a police-officer, or following any other employment by which he can earn a living; and it will he seen from a report elsewhere, that a motion, made al a meeting of ratepayers on Wednesday, to grant him a year's salary, as a gratuity for bis past ser- lices, was negatived.

Whether that decision was mii. uuo to inquire, as it would he perfectly fruitless to do so; but of this we feel confident, that to some mark of the approhation of the rale-payers for his services, and to some token of their sympathy for his misfortunes, Mr. Thomas is fully entitled. As tbe proposal tn grant him a sum frot i the rates has been negatived, thuic remains no other course than that of a public subscription, which, wo believe, has already been commenced, and which we hope will be liberally supported bv ill those to whom his merits as an officer were known; and few, indeed, of the inhabitants of were ignorant of them. Having ounielvcs seen much of Mr.

Thomas, and of the wav in which he discharged ihc duties of his office, we feel great in adding our trsti. moil tn thai nf the gentlemen under whom he served. the access of that affliction which enfeebled his mind, ns it weakened his bodily powers. Mr. TiioM.i.swas not onlv an active, ligilant, and intelligent ollicer, bill an exceedingly humane and benevolent man, and was eicr ready tn cxeit himself, not only in the peculiar duties of his office, but in any work of mercv and charity in which he could make himself useful.

therefore, feel perfectly satisfied, that the inhabitants of Manchester will not permit him to leave their service under his prevent alllieliow, without some substantial token of their approbation; and we shall le exceedingly glad to take chatge of any sums with which our re.ideis may think proper to entrust us for his bent lit. Resides these, there are within the compass ot the same cluster above 80 smaller spots which can be distinctly bv means of an achromatic telescope magnifying times, making about spots in ail within the limits of one cluster.

The smallest of these spots cannot be less than from miles diameter. One of the spots which latelv passed off from the western margin of the disc measured about the I part of tho sun's diameter, and consequently must have been about miles in diameter, or nearly four times the diameter of the 's oe is 'i 1 si vie roil as a solid tmuv, It be above Ml times larger than the earth. crant micht have been coun ed with a orotest i i against any such acceptance, and because the charter, if good originally, had already been most abundantly accepted, as was admitted by the counsel for Mr. Rctteii, at the late Liverpool assiies. The refusal of the use of the Town Hall wits, therefore, a mere piece of vexatious opposition, producing no effect whatever, except that uf 'tasting public funds. Lint this was a small matter, in comparison with what followed. When the corporation, in obedience lo the requirements of the municipal act, had orgmised a borough police, tliev gave notice to the commissioners lo discontinue their watch establishment, which, in fact, had almost discontinued itself; the whole of the watchmen and thcir officers, with the exception of about fifteen men, quilted the service of the commissioners, and joim-il the btmmgh police.

Now what was the oliiinus duty of the commissioners under such They knew that there was an eiiicieni and well-organised police, under able and experierced officers, and comprising nearly all the trained policemen and watchmen in the borough; and that the formation of a new force was a mere waste of public money. Whether the charter was good or bad, it was equally useless lo organise another force: for if the charier was good, the inhabita its of the town would be subjected to a expense; if it should turn out to be bad, the com nissioners would be ready to receive the control nf the force when the corporation abandoned il. ami, in the meantime, the cominissi'nncrs would have saved the money of the inhabitants. Awing upon this view of the ease, the couimis. sinners of police of the other townships in the borough disbanded thcir watchmen, and have saved thi funds entrusted to their management, as their July to the inhabitants requited them to do.

Hut what was the conduct of the commissioners of police? Why, they set all considerations of economy al defiance. Tliev persisted in organising and keeping up, fruin the 17lh 1 June to the present time, a watch esla-lilishment which thev litiew lo be not merely use less but mischievous, so long as the borough force was in existence; they have paid in wages to thai force a sum of about and, including other payments contingent upon the maintenance of the force, they have expended altogether at least TWO TI Ot'sAM) FIVE HfNOKED I'OI'NIIS, 1101 merely without the slightest shadow of benefit to the inhabitants of the town, but at the imminent risk of causing dangerous breaches of the peace by conf.icts between the different bodies who ought to preserve it. Now why has this large expense been incurred Why ha, the money uf the ratepayers been thus unprolilably wasted, and at a lime, too, when the commissioners are involved in debts which ihey cannot at present discharge was done ihev ill, no il.iubt, say to oppose the corporation and we have no doubt that the greater part of those who voted for the continuance, or rather for the new formation, of the watch force, did so in the belief that ihey were thereby in some way preventing the establishment of the charter, lint has it produced any ell'eet of that kind If the keeping up of an unnecessary police had tended in any manner to influence the deeision of the legal question now pending between the corpora-I tion and their opponents, the conduct of the hitler, though not less blauiealde, would have been at any rale intelligible: but iiolhing of thai son lias been accomplished the litigation which is detennit the validity of the charter stands precisely as it would have done if no fresh watchmen had been hired. The difference is, that, whilst llie inhabitants of Chorlton-on-Meilloek, Ardwick, Cheetham, and i Inline, have saved their money, the funds of the inhabitants of Manchester have been wanted as completely and as uselessly as if the money had been thrown over ihc battlements of tbe But, nntu ttlislaiiding the absence of any useful result frcm their past proceedings, the opponents of the corporation are, as we understand, determined to persevere in tbe same course; and ihey are now straining every nerve to maintain and extend that majority amongst the commissioners of police which was gained last year by a surprise upon their opponents, and which, if maintained, will enable them to pursue their expensive course of obslrti opposition. I'idcr these circumstances, the question for the parlies (milled to vote ill the election of commissioners, of police, is, not so much whether they will oppose in support the corporation, as whether they ill countenance an opposition which, without leading lo any definite results, is productive of a large amount uf inconvenience and expense.

If the in.ijiaity of ihc voters approve of the squandering ol thcir own money, and the money of their felb w-townsinen, without any definite purpose, or any useful result, they will, of course, give tbeii votes lo the ninnbers of that party by whom tin five and twenty hundred piamds above mentioned have been already thrown away, and who will be enabled to spend, during the next year, some further sum on some oilier object, i i equally ueie.ss id tup puniic. 1 1, on tlie contrary, the voters are desirous of saving their money and their time, if they wish to leave ihc validity of llie charter nf incorporation tube quietly and propeilv sealed in a court of law, and, in the mean time, to see the different municipal authorities in the town acting in harmony with each other, instead of being i.i a state of open warfare, each thwarting the other, nnd thereby weakening ihc bunds of municipal government, they will give their totes lo il ose candidates who, whatever mav ho uieir pinnies, will not lend themselves lo a meielv taiUtvtts 'and vexatious opposition to the clmrlci uf incorporation. In Cdiinneiilin upon this subject, have nut been inclined to dilate either upon the udvan-tages of incorporation, or upon the legality of tin; -'hartCT has been granted but there is a recent occurrence connected with the latter sub which we cannot allow to pass without a its legality, and its uliimale establishment in the borough. At a meeting held on Wednesday la-t. to audit the accounts of the constables for the last ibree inumlis, the proceedings of which arc reported our resent number, it will be seen that the opponents of the charier, both lore ami radical, we have no doubt somewhat inadver- U'mly spoke of that as the last tneeting which in the town of would be held for that purple Manchester li Wnit liiuH like, that th, ivfrr; tl.f i-jir U't I ('inn hd-i as a it fl a.

They set to, and, as is very often the case on such occasions, especially when too iniicli drink ha-s been taken, a dispute arose as to which got the second throw. At length it was agreed, that a battle should determine the iiuestion thev elo. ed, and wrestled for the throw, as is usual in and Jackson, coming to the ground, received a kick on tbe bead, and a second on the bellv, when he reeled over, subbed once or twice, and expired on the spot. We are of opinion, that the ratepayers at large are the proper parties to chouse oilicers, and. through thcir repie -emalivcs, lo control expenditure: but utiicr parties have a perfect right to en'crt'iin different opinions; and when the charter was granted, those who had an objection to popular influence were perfectly justified in (p.testioning ils validity, if thev thought proper. Now this could be done in two different ways; one by the prompt institution of legal proceedings against the corporation elected under the charter, which would have speedily settled ihe question, al a very small expense, and with very little trouble to the inhabitants; the other, by the adoption of a series of obstructions to the working of the corporation, which were just as available against a good charter as a bad uue, and which were sure to pro-duce great expense ami inconvenience, if thev did not throw the town into a state of the most complete disorder aud confusion. Unfortunately, as we belieTe, for tne inhabitants of Manchester, tlie i i siotiers of police determined on adopting tlie lalier course.
