Stewart Hardy is chairman. Hr. Bryan, recalled, said the Town Council had no by-laws regulating tbe building of houses. The Council under the provisions of the Generol Buildings Act of 1870. Under that Act no person could build either a house or shed without the consent of tbe Council.
